The facility is located in the Leninsky administrative district of Minsk. The site is bounded by Aranskaya Street to the north, Polesskaya Street to the west, Pozharnaya Street to the south, and the Svisloch River embankment to the east. An elevation difference of up to 3 meters made it possible to organize a platform at elevation 0.000 with parking and the main entrance nodes, as well as an open garage parking level beneath it at elevation -3.450.
The building consists of two administrative blocks and an unheated parking-garage block. The two administrative volumes of different heights are set at an angle to each other on a one-storey parking podium and are interconnected. The block volumes have dynamic inclined end facades inspired by the image of a bird hovering over the river.
The project is harmoniously integrated into the surrounding landscape and does not affect the boundaries of the adjacent landscape and recreation zone.
